In 1921, in the year that Manley Leroy Miller was born, in May, the Emergency Quota Act - or Emergency Immigration Act - was passed. The law restricted the number of immigrants to 357,000 per year. It also established an immigration quota in which only 3 per cent of the total population of any ethnic group already in the USA in 1910, could be admitted to America after 1921. Although the Act was supposed to be temporary, it stayed in effect until 1965.

In 1945, at the age of 24 years old, Manley was alive when on June 22nd, the Battle of Okinawa ended. A joint Army and Marine campaign, supported by the Navy, the Battle of Okinawa went on for 82 days. The last Japanese resistance on Okinawa was defeated. 4,907 Navy, 4,675 Army, and 2,938 Marine Corps personnel were killed in the battle on the US side. It is estimated that 110,071 on the Japanese side were killed - the estimate includes Okinawan citizens who were pressed into service and includes children. With the win of Okinawa, the United States gained an important base of operations in the Pacific.
