In 1913, in the year that Paul B Mann was born, the 17th Amendment, establishing the direct election of U.S. Senators, was adopted. Previously, Senators were elected by state legislatures. As early as 1826, a call to elect senators through popular vote was championed and previous to the 17th amendment, two states had already changed their process. Governors are still able to appoint senators to vacant seats until an election can be held.

In 1945, Paul was 32 years old when in October, automobile production in the United States for private consumers was allowed to resume. It took a while for car makers to get those new cars to buyers - they had to once again change their manufacturing plants, this time from war production to peacetime.

In 1951, when he was 38 years old, on February 27th, the 22nd Amendment to the US Constitution (which limited the number of terms a president may serve to two) was ratified by 36 states, making it a part of the U.S. Constitution. The Amendment was both a reaction to the 4 term Roosevelt presidency and also the recognition of a long-standing tradition in American politics.

In 1966, he was 53 years old when on July 1st, Medicare became available after President Johnson signed into law the Medicare Act in 1965. President Truman had received the first Medicare card since he had been the first to propose national healthcare law. insurance.

In 1994, at the age of 81 years old, Paul was alive when on May 6th, the Channel Tunnel or "Chunnel" was officially opened. The Chunnel is a railway tunnel beneath the English Channel that connects Great Britain to mainland France. Original plans for such a tunnel were developed in 1802 and approved by Napoleon Bonaparte but the British rejected the plan fearing that Napoleon would use the railway to invade.
