Phyllis Ruth (Vikan) Nelson of Marysville, Snohomish County, Washington United States was born on March 1, 1921 in Bottineau, Bottineau County, ND to Ida Vikan and Albert Victor Vikan. She had siblings Ina Bernice Oelschlager, Norman Kenneth Vikan, Victor Arne Vikan, Harry Wayne Vikan, Harlan Blaine Vikan, Norma Lucille (Vikan) Nordmark, and Audrey Lynne (Vikan) Woods. She married Arnold Charles-Roy Nelson on November 6, 1948 at Trinity Lutheran Church 24th and Hoyt, in Everett, Snohomish County, WA and they later divorced in 1968 in Everett. She had children Nona Lee (Rich) Anderson, Trudy Ann (Nelson) Clements, and Ida Marie (Nelson) Nelson. Phyllis Nelson died at age 79 years old on September 12, 2000 in Everett, Snohomish County, WA, and was buried circa September 2000 in Bottineau, Bottineau County, ND.

Roosevelt created a group (one member was Joseph Kennedy, father of the future President Kennedy) who knew Wall Street well and they defined the mission and operating mode for the SEC. The new organization had broad and stringent rules and oversight and restored public confidence in the stock market in the United States.
