Phyllis Ruth (Vikan) Nelson of Marysville, Snohomish County, Washington United States was born on March 1, 1921 in Bottineau, Bottineau County, ND to Ida Vikan and Albert Victor Vikan. She had siblings Ina Bernice Oelschlager, Norman Kenneth Vikan, Victor Arne Vikan, Harry Wayne Vikan, Harlan Blaine Vikan, Norma Lucille (Vikan) Nordmark, and Audrey Lynne (Vikan) Woods. She married Arnold Charles-Roy Nelson on November 6, 1948 at Trinity Lutheran Church 24th and Hoyt, in Everett, Snohomish County, WA and they later divorced in 1968 in Everett. She had children Nona Lee (Rich) Anderson, Trudy Ann (Nelson) Clements, and Ida Marie (Nelson) Nelson. Phyllis Nelson died at age 79 years old on September 12, 2000 in Everett, Snohomish County, WA, and was buried circa September 2000 in Bottineau, Bottineau County, ND.

In 1921, in the year that Phyllis Ruth (Vikan) Nelson was born, in May, the Emergency Quota Act - or Emergency Immigration Act - was passed. The law restricted the number of immigrants to 357,000 per year. It also established an immigration quota in which only 3 per cent of the total population of any ethnic group already in the USA in 1910, could be admitted to America after 1921. Although the Act was supposed to be temporary, it stayed in effect until 1965.
