In 1903, in the year that Ralph A Leonard was born, the United States Department of Commerce and Labor was created by President Theodore Roosevelt to control the excesses of big business. Renamed the Department of Commerce 10 years later, many departments concerned with workers were transferred to the Department of Labor at that time. Another spin-off, the Bureau of Corporations, became the Federal Trade Commission.

In 1910, when he was just 7 years old, the Mann Act, also called the White-Slave Traffic Act, was signed into law. Its purpose was to make it a felony to engage in interstate or foreign commerce transport of "any woman or girl for the purpose of prostitution or debauchery, or for any other immoral purpose". But the language was so broad that it was also applied to consensual sex between adults when wished.

In 1945, at the age of 42 years old, Ralph was alive when on January 9th, the (over 8 month long) Battle of Luzon began in the Philippines with the United States and Filipino forces attacking Japanese forces - with the intent to take back control of the Philippines. By March, the Allies had taken control of all of the strategically and economically important locations in the Philippines but pockets of resistance held out until the surrender of Japan in August.

In 1988, by the time he was 85 years old, on December 21st, Pan Am Flight 103 exploded over Lockerbie Scotland. The explosion killed all 259 people on board and another 11 on the ground. The flight had left Heathrow Airport in London less than an hour before, on its way to New York. After an exhaustive (and long) investigation it came to be believed that two individuals from Libya had planted the bomb.

In 1998, in the year of Ralph A Leonard's passing, on December 19th, the House of Representatives initiated impeachment charges against U.S. President Bill Clinton. He was subsequently acquitted of these charges by the Senate on February 12th.
