Richard Edwin Williams of Clifton Hill, City of Yarra County, VIC Australia was born in 1868 at Sardinia in Sardinia Italy to Jane Prideaux Williams and Edwin Williams. He had siblings Arthur John Williams, Ethel Jane Williams, James Henry Williams, and George Herb Williams. He married Florence Maud (Rerden) Williams in 1895, and had a child Stanley Prideaux Williams. Richard Williams died at age 35 years old on May 7, 1904 in Clifton Hill, VIC Australia.

The Fourteenth Amendment guaranteed African Americans full citizenship and equal protection under the law. It also gave all persons in the United States due process of law.
