Richard Paul Spicer was born on March 7, 1945 in Woking, Surrey County, England United Kingdom to Albert Bruce Spicer and Lilian Louisa (Dyer) Spicer, and had siblings Barry Keith Spicer, Barbara Diane (Spicer) Fisher, Patricia Mattimoe, Pamela Ghent, and Andrew Brian Spicer. He married Heather (Causer) Spicer on June 25, 1966 in Salisbury, Wiltshire County, and they were married until Heather's death on November 19, 2016. He had children Angela Pauline (Spicer) Bateman, Paul Kevin Spicer, and Mark Antony Spicer. Richard Spicer died at age 78 years old on March 11, 2023 in Bedford, Bedford County.

Orval Faubus had previously prevented the students from entering the school at the beginning of the term with the Arkansas National Guard - they blocked the door. President Eisenhower ordered federal troops - the 101st Airborne Division of the United States Army - to guard the students and allow them entry.
