    Robert Neil Hunter's parents were William Charles Hunter (1879 - 1949), born in Ontario, Canada, and Christina McEachern (1880 - 1966), also born in Ontario. He had four siblings, Ruth Christina, William Charles, Gordon Graham, and Edward Emerson Hunter. Robert Hunter married Louise Basel Hunter (1915 - 1993) on April 30, 1938 in Moravia, New York and they had three children, Neilia, Michael, and John Hunter. Robert was the former father-in-law of President Joe Biden. President Biden's first wife was Neilia (Hunter) Biden. They married in 1965 but in 1972 she and their children were in an auto accident. She died, as did their 13-month-old daughter Naomi Christina "Amy". Their two sons survived the accident. He was also a restaurateur in Auburn, owning a restaurant described as an "old time" diner. The one diner expanded to include several restaurants and the management of food service at Cayuga Community College in Auburn. Robert served in the United States Navy and was a veteran of World War II.

In 1914, in the year that Robert Neil Hunter was born, in only his second big-screen appearance, Charlie Chaplin played the Little Tramp, his most famous character. The silent film was made in January and released the following year. Of the character, Chaplin said: "On the way to the wardrobe I thought I would dress in baggy pants, big shoes, a cane and a derby hat. I wanted everything a contradiction: the pants baggy, the coat tight, the hat small and the shoes large." The moustache was added to age his 24-year-old face without masking his expressions.

In 1934, he was 20 years old when on November 11th 1933, an extremely strong dust storm hit South Dakota, stripping topsoil. Other strong dust storms had occurred during 1933. Severe droughts continued to hit the Great Plains and the dust storms devastated agricultural production as well as people's' lives for several years. The Roosevelt administration and scientists eventually determined that farming practices had caused the conditions that led to the dust storms and the changes they implemented in farming stopped the Dust Bowl.
