In 1917, in the year that Roger Allen was born, the U.S. Virgin Islands were purchased from Denmark in January. While they are U.S. citizens, Virgin Islanders are ineligible to vote for the President of the United States.

In 1924, when he was only 7 years old, J. Edgar Hoover, at the age of 29, was appointed the sixth director of the Bureau of Investigation by Calvin Coolidge (which later became the Federal Bureau of Investigation). The Bureau had approximately 650 employees, including 441 Special Agents. A former employee of the Justice Department, Hoover accepted his new position on the proviso that the bureau was to be completely divorced from politics and that the director report only to the attorney general.

In 1951, Roger was 34 years old when on February 27th, the 22nd Amendment to the US Constitution (which limited the number of terms a president may serve to two) was ratified by 36 states, making it a part of the U.S. Constitution. The Amendment was both a reaction to the 4 term Roosevelt presidency and also the recognition of a long-standing tradition in American politics.

In 1964, at the age of 47 years old, Roger was alive when on February 9th, the Beatles appeared on The Ed Sullivan Show. 73 million people watched - although the Beatles couldn't be heard because of the loud screaming of the female teenage audience.

In 1971, in the year of Roger Allen's passing, in March, Congress passed the Twenty-sixth Amendment to the United States Constitution, which lowered the voting age to 18 (from 21). It was a response to the criticism that men could fight at 18, but not vote for the policies and politicians who sent them to war. The states quickly ratified the Amendment and it was signed into law on July 1st by President Richard Nixon.
