In 1899, in the year that Roscoe Mann was born, on February 14th, the first voting machines were approved by Congress for use in federal elections. Several states were already using voting machines in their elections and the Federal government was finally convinced of their safety and accuracy.

In 1916, Roscoe was 17 years old when in June, the U.S. Congress authorized a plan to expand the armed forces over the next five years. Called the National Defense Act of 1916, the national law expanded the National Guard and Army (the Army added an aviation unit), created the Reserves, and gave the President expanded authority to federalize the National Guard. It also allowed the government to stockpile, in advance, materiel to be used in wartime.

In 1948, by the time he was 49 years old, on May 14th, the State of Israel was proclaimed by David Ben-Gurion, who became Israel's first Premier, and the U.S. officially recognized Israel. That evening, Egypt launched an air assault on Israel.

In 1956, at the age of 57 years old, Roscoe was alive when this was the year that the King of Rock and Roll, Elvis Presley, became an international sensation. He began the year as a regional favorite and ended the year with 17 recordings having been on the Billboard’s Top 100 singles chart, 11 TV appearances, and a movie. Elvis scandalized adults and thrilled teens.

In 1968, in the year of Roscoe Mann's passing, on January 31st, the North Vietnamese launched the Tet Offensive, a turning point in the Vietnam War. 70,000 North Vietnamese and Viet Cong forces swarmed into South Vietnam. The South Vietnamese and US troops held off the offensive but it was such fierce fighting that the U.S. public began to turn against the war.
