He had siblings Caroline Maud (Hill) Bennett, Marcus George Hill, Robert Joseph Hill, James Henry Sale Hill, and Phillip Ernest Hill. He married Annie Elizabeth Mary (Morrow) Hill in 1896, and had children Leslie Thomas Hill, Clarence Rowley Hill, Alfred William Hill, Claude Adam James Hill, Vera Maria Hill, Marcus George Hill, Rowley John Hill, Cyril Edward Hill, and Albert John Hill. Rowley Hill died at age 86 years old on January 16, 1960 in Sunshine, City of Brimbank County.

The law made it illegal to send any "obscene, lewd, or lascivious" material through the U.S. mail. This included erotica, contraceptives, sex toys, abortifacients, information about these items, and "personal letters alluding to any sexual content or information".
