In 1916, in the year that Ruth E Perry was born, in June, the U.S. Congress authorized a plan to expand the armed forces over the next five years. Called the National Defense Act of 1916, the national law expanded the National Guard and Army (the Army added an aviation unit), created the Reserves, and gave the President expanded authority to federalize the National Guard. It also allowed the government to stockpile, in advance, materiel to be used in wartime.

In 1938, at the age of 22 years old, Ruth was alive when on October 30th, a Sunday, The Mercury Theatre on the Air broadcast Orson Welles' special Halloween show The War of the World's. A clever take on H.G. Wells' novel, the show began with simulated "breaking news" of an invasion by Martians. Because of the realistic nature of the "news," there was a public outcry the next day, calling for regulation by the FCC. Although the current story is that many were fooled and panicked, in reality very few people were fooled. But the show made Orson Welles' career.

In 1940, by the time she was 24 years old, on September 16th, the Selective Training and Service Act of 1940, was enacted - the first peacetime draft in U.S. history. Men between 21 and 36 were required to register with their draft boards. When World War II began, men between 18 and 45 were subject to service and men up to 65 were required to register.

In 1979, by the time she was 63 years old, on March 28th, a partial nuclear meltdown occurred at the power plant at Three Mile Island Pennsylvania. Radiation leaked into the environment, resulting in a rating of 5 on a scale of 7 ("Accident With Wider Consequences") . It ended up costing $1 billion to clean up the site.

In 1991, by the time she was 75 years old, on December 25th, the Soviet Union flag was lowered and replaced by the Russian tricolor flag. It was the end of the Soviet Union. Mikhail Gorbachev resigned as President of the Soviet Union and Boris Yeltsin became President of the Russian Republic.
