Susan Anne (Schwartz) Plunkett was born on September 13, 1954 in Philadelphia, Philadelphia County, Pennsylvania United States to Albert John Schwartz and Dorothy Anne Schwartz, and has siblings Janice Dorothy Weir, Edward William Schwartz, James Robert Schwartz, Debra Denise Ferraro, and Philip John Schwartz. She married John Joseph Plunkett in 1981 in Philadelphia, Philadelphia County, and they were married until John's death on January 12, 2010 in Jenkintown, Montgomery County. Susan Plunkett has children Jacquelynn Patricia Ockenhouse, Sean Patrick Plunkett, Kevin Patrick Plunkett, Brendan John Plunkett, and Sheila Marie Plunkett.

In 1954, in the year that Susan Anne Plunkett was born, from April 22 through June 17th, the Army v. McCarthy hearings were held. The U.S. Army accused Roy Cohn (chief counsel to Senator McCarthy and later trusted mentor of Donald Trump) of blackmail. McCarthy and Cohn accused the U.S. Army of harboring communists. The Army allegations were found to be true. The U.S. Senate later censured McCarthy.

In 1965, from August 11 to 16, riots broke out in Watts, a Black section of Los Angeles. An allegedly drunk African-American driver was stopped by LA police and, after a fight, police brutality was alleged - and the riots began. 34 people died in the rioting and over $40 million in property damage occurred. The National Guard was called in to help the LA police quell rioting.
