Tommy Everett Washington was born to Marvin Hayden Washington (1897 - 1985) and Abbie Odessa Goodwin (1895 - 1966). Both of his parents were born in Texas. He had a sibling who died in infancy in 1921, plus three other siblings: Kenneth Floyd, Margaret Jean, and Martha Jane Washington. A veteran of World War II, Tommy Washington enlisted in the United States Army Air Corps as a private and left as a First Lieutenant. He enlisted on April 7, 1942 and was discharged on December 1, 1945. Thomas E. Washington married Martha J. Meade in January of 1946 in Carson City, Nevada. Their first home was in Fort Worth, Texas. They had a daughter, Cindy.

Tommy, with military serial number 18079858, enlisted in the Air Corps on April 7, 1942, in Dallas, Texas. He held the rank of Private in the Army of the United States, which encompassed voluntary enlistments from December 8, 1941, onwards. This category also included one-year enlistments of National Guardsmen whose state enlistments ended while serving in the federal service, as well as officers appointed in the Army of the United States under Army Regulations 605-10. Tommy's terms of enlistment were for the duration of the war or any other emergency, plus an additional six months, subject to the discretion of the President or as dictated by the law.

The United States Air Corps defined Tommy's civilian occupation as "Semiskilled Mechanics And Repairmen, N.e.c." After World War II, in 1950, Tommy stated that he was a salesman in "New One Sales". He worked for Ford Corporation for 36 years.

Tommy was a member of Travelers' Masonic Lodge since 1946, Scottish Rite and Ben Ali Shrine since 1970. He was active in Sacramento Jaycees and was president of Northern California Truck Club. He married Martha, who survived him, and they had a daughter, Cindy. He was also survived by one grandson.
