Walter Merle Kocher was born on April 15, 1915 in Johnstown, Cambria County, Pennsylvania United States to Hiram Samuel Kocher and Annie Barbara Mackell Kocher, and had siblings Stanley B. Kocher "Pete", Helen Kocher Haynes, Ethel Kocher, Susan Kocher, Charles Kocher, and Grace Kocher Wolford. He married Marian Mae Ankney Kocher, and had a child David M. Kocher. Walter Kocher died at age 87 years old on November 20, 2002 in Kingsport, Sullivan County, TN.

In 1915, in the year that Walter Merle Kocher was born, the Superior Court in Fulton County Georgia accepted the charter for the establishment of the new Ku Klux Klan, succeeding the Klan that flourished in the South in the late 1800's. This iteration of the Klan adopted white clothing and used many of the code words from the first Klan, adding cross burnings and mass marches in an attempt to intimidate others.

Early in his presidency, the October stock market crash - "Black Tuesday" - occurred, which lead to the Great Depression. None of his economic policies were able to make a dent in the Depression. This lead to one term and the election of Democrat Franklin D. Roosevelt winning the 1933 election in a landslide.
