In 1920, in the year that Warren Payne was born, on November 2, radio station KDKA began broadcasting in Pittsburgh, PA. This was the first commercial radio broadcast in the United States. Westinghouse, a leading manufacturer of radios and the backer of the station, chose the date because of the Presidential election. People liked it because they could hear about the results of the election between Harding and Cox before the morning papers arrived. Four years later, there were 600 commercial stations broadcasting in the U.S.

In 1938, when he was 18 years old, on June 25th (a Saturday) the Fair Labor Standards Act was signed into law by President Roosevelt (along with 120 other bills). The Act banned oppressive child labor, set the minimum hourly wage at 25 cents, and established the maximum workweek at 44 hours. It faced a lot of opposition and in fighting for it, Roosevelt said "Do not let any calamity-howling executive with an income of $1,000 a day, ...tell you...that a wage of $11 a week is going to have a disastrous effect on all American industry."

In 1951, he was 31 years old when on February 27th, the 22nd Amendment to the US Constitution (which limited the number of terms a president may serve to two) was ratified by 36 states, making it a part of the U.S. Constitution. The Amendment was both a reaction to the 4 term Roosevelt presidency and also the recognition of a long-standing tradition in American politics.

In 1971, by the time he was 51 years old, in March, Congress passed the Twenty-sixth Amendment to the United States Constitution, which lowered the voting age to 18 (from 21). It was a response to the criticism that men could fight at 18, but not vote for the policies and politicians who sent them to war. The states quickly ratified the Amendment and it was signed into law on July 1st by President Richard Nixon.

In 1997, he was 77 years old when on July 1st, Hong Kong was returned to China. In 1898, Great Britain was awarded Hong Kong for 99 years. In a subsequent agreement, China agreed to allow Hong Kong to remain capitalist. So the handing over of the area ended British rule but did not change the economic system of Hong Kong.
