In 1882, in the year that William Day was born, on August 3rd, President Chester Arthur signed the 1882 Immigration Act. "Criminals, the insane, or any person unable to take care of him or herself" were not allowed in the U.S. according to the Act. It also imposed a "head tax" on non-citizens entering the U.S.

In 1891, when he was only 9 years old, on March 14th, a lynch mob stormed the Old Parish Prison. The mob lynched 11 of the 19 Italians who were arrested for - but found to be innocent of - the murder of New Orleans Police Chief David Hennessy.
