In 1884, in the year that William Fisher was born, on December 6th, the Washington Monument was completed. Building began in 1848 but was stopped because of lack of funds and also due to the Civil War. It would be dedicated in 1885. At the time of its completion, it was the tallest structure in the world.

In 1920, he was 36 years old when the Volstead Act became law. Formally called the National Prohibition Act, the Volstead Act enabled law enforcement agencies to carry out the 18th Amendment. It said that "no person shall manufacture, sell, barter, transport, import, export, deliver, or furnish any intoxicating liquor except as authorized by this act" and defined intoxicating liquor as any beverage containing more than 0.5% alcohol by volume.
