William Francis Beel of Preston, City of Darebin County, VIC Australia was born in 1896 in Beechworth, Indigo Shire County to Lily Eliza (Elmer) Beel and William Beel. He had siblings Clarence Vivian Beel, Harriett Etta Mary Beel, Ronald James Beel, Lancelot Ernest Beel, and Joseph Elmer Beel. William Beel married Gerte Bailey in 1921, and died at age 58 years old in 1954 in Preston, City of Darebin County.

In 1896, in the year that William Francis Beel was born, on August 17th, the first pedestrian v car fatality occurred in Great Britain. Bridget Driscoll, age 44, was walking with her family on the grounds of The Crystal Palace in London when she was hit by a car driven by Arthur James Edsall. Edsall claimed to be going 4.5 mph and Driscoll's death was ruled an "accidental death" after an inquest.

In 1900, when he was only 4 years old, the U.S. helped put down Boxer Rebellion. The Boxer Rebellion took place in China, where the presence of "outsiders" (foreigners) was resented. The United States, along with Austria-Hungary, France, Germany, Great Britain, Italy, Japan, and Russia, had business interests in China and these countries all sent troops to put down the Rebellion and keep China open to their presence and to Christian missionaries.
