In 1940, in the year that William H Welch was born, on September 16th, the Selective Training and Service Act of 1940, was enacted - the first peacetime draft in U.S. history. Men between 21 and 36 were required to register with their draft boards. When World War II began, men between 18 and 45 were subject to service and men up to 65 were required to register.

In 1956, when he was 16 years old, this was the year that the King of Rock and Roll, Elvis Presley, became an international sensation. He began the year as a regional favorite and ended the year with 17 recordings having been on the Billboard’s Top 100 singles chart, 11 TV appearances, and a movie. Elvis scandalized adults and thrilled teens.

In 1968, at the age of 28 years old, William was alive when on April 4th, Dr. Martin Luther King, Jr., the civil rights leader, was shot and killed by an assassin in Memphis. James Earl Ray was apprehended and plead guilty to shooting Dr. King. Ray died in jail in 1998.

In 1989, William was 49 years old when on November 9th, the Berlin Wall fell. The Wall was built by the East Germans to keep East Berliners from escaping into West Berlin, separating families and friends. When the head of the East German Communist Party announced that day that East Berliners could cross whenever they pleased, happy crowds surged across the border. People brought tools and took parts of the hated wall.

In 1995, he was 55 years old when on September 3rd, eBay was founded in San Jose California. Beginning as simply a place for Pierre Omidyar's girlfriend (now wife) to share her Pez passion and collection online, the site has become a multibillion-dollar business and operates in 30 countries.
