Introduction

Graduated Cumberland High with honors in 1952. Attended Brown University Sep 1952 to Apr 1955. Joined USAF and served 20 years as an Explosive Ordnance Disposal specialist until retirement in Apr 1975. Enrolled at University of Texas, studying Business Statistics, graduating with honors in Aug 1976. Began work the day after graduation with the State of Texas. Ended career as Budget Director of the largest agency in Texas, the Department of Mental Health and Mental Retardation. Provided billion dollar funding for 13,000 employees and 12,000 contract employees. Retired July 1995 and moved to Las Vegas January 1996. Married Delores Airhart in Oct 1961 until she died of Alzheimer’s in Feb 2009. Lived with Clarice Katzman for a year. We married in Mar 2012 until cancer took her from me three months later. My present wife, Joyce Yi Dobbing, and I just celebrated our sixth wedding anniversary.

In 1935, in the year that William Robert Dobbing was born, on August 14, the Social Security Act was signed into law. The purpose was to "provide federal assistance to those unable to work". The law established the Social Security Administration whose primary focus was to "provide aid for the elderly, the unemployed, and children". The Act survived many Supreme Court challenges and the Administration continues until today.

In 1947, in June, the Marshall Plan was proposed to help European nations recover economically from World War II. It passed the conservative Republican Congress in March of 1948. After World War I, the economic devastation of Germany caused by burdensome reparations payments led to the rise of Hitler. The Allies didn't want this to happen again and the Marshall Plan was devised to make sure that those conditions didn't arise again.
