In 1910, in the year that Winifred Elizabeth (Rosewall) Anderson was born, the Mann Act, also called the White-Slave Traffic Act, was signed into law. Its purpose was to make it a felony to engage in interstate or foreign commerce transport of "any woman or girl for the purpose of prostitution or debauchery, or for any other immoral purpose". But the language was so broad that it was also applied to consensual sex between adults when wished.

In 1923, at the age of only 13 years old, Winifred was alive when on August 2, President Warren G. Harding died in office, apparently of a heart attack. He was staying at the Palace Hotel in San Francisco after completing a nationwide tour. Suffering from cramps, indigestion, a fever and shortness of breath, his doctor thought he had food poisoning. After several days of being ill, he suddenly shuddered, slumped over, and died. There were rumors of foul play (some thought that his wife had poisoned him because of his affairs) but no evidence has ever been found.
