Agree...1920's
The headpiece with the low veil, single strand of pearls, and the short sleeves...in the 1920s range. Looks a lot like photos of my female relatives in that time period.

I would like to say late teens as well, however it looks like her hair is short and that would be the 20s, right? Or did they start bobbing their hair earlier than that?

It could still be 20s--that headpiece is reminiscent of Eastern European headdresses, so she may be a 20s or even early 30s bride wearing a home-made one or inherited piece from her ethnic roots. The stylistic markers aren't as strong when the wedding couple and families were not wealthy; an older relative's dress, perhaps, or a home-sewn outfit.
