Gail? or Jaie? Castigan

Purchased this photo from a dealer in Alcoa, TN. Would love to get it to its family.

Do you know this man? The handwriting is very clear, but the first name just doesn't make much sense. It looks like it starts with a J, but there appears to be an "i" in it. I'm guessing "Gail" or "Jaie" or even "Joe", but the last name is clearly "Castigan", and the year 1924 is written on the photo. If you know Mr. Castigan, I would love to get him back to his family.
