The handwritten name below the photo reads "Kathlen Belle Lybarger." Kathleen is probably misspelled by the writer, as unusual variants were a little less common in those days. Lybarger is my closest guess, although the "r"s and the "e" are all exactly the same - like "i"s, making other unlikely possibilities Lybaigie, Lybaigu, etc. Please let me know if you know of a surname that is a better guess.
