Logging Picture #1

Logging picture taken in Yakima, Washington, my great grandparents, Hugh Govan Waples and Bessie Inez Shelton were married in Yakima, Washington. Apparently their families travelled there to be loggers, some of the family returned to Iowa and some remained in Washington

Mystery, when exactly the photo was taken and who is in the picture at the bottom???
