Picture from Father's information but cannot identify the people

Member Barbara B. could use our help! Last month she shared this photo she found in her father's belongings, and although the faces look somewhat familiar, no one in the family can identify them.

Here are the clues:
Her father, Robert W. Taylor, lived in Jacksonville Illinois from 1921 - 2006. The writing on the back of the photo is hard to read, but she thinks it says "Fin age 7, Lucile age 3, Dilnor age 16 months."
