Who am I?

This picture was taken sometime in the 1970's. The back says that it is Uncle Bud & Marie. He is a half brother of Birdie Faye Vail Palmer through her mother. Hoping to find someone who knows this person, so we can fit him into the family tree. His two newphews in this family branch say that he was a fun Uncle. But don't know his name & haven't seen him since this picture was taken.
