William "Vito" Loiacano

This picture is in both my late gradmother Mary Randazzo Logan's album and in my Aunt Rosiland Loiacano Minkoff's album. Was this pic taken in Italy, NY or PA. Is this William Vito Loiacano? Note: the Loiacano/Logan side were fairly tall, but the Randazzo's were short. My Aunt Rosiland says "My Fathers Father Grandpa Logan (Loiacano) from New Columbus PA"

Can anyone make a positive identification or give an approximate date?
