PALISADES - Richard Consiglio's 38-hour standoff with police ended yesterday in direct contrast to the way it started - quietly and peacefully. The 40-year-old father of two, who had kept police at bay since Friday night with threats of using his shotgun, walked out of his house at 413 White Oak Road shortly before noon yesterday. Consiglio surrendered with his arms at his sides, his face expressionless.
"He was getting cold and tired, and he just had it," said Orangetown Police Chief Home Wanamaker. After being brought o the ground and handcuffed by police, Consiglio was taken to Nyack Hospital by the South Orangetown Ambulance Corps. Detective Thomas Hoffman said Consiglio's thumb was nearly severed "probably when he was busting out some of the glass in his windows."
He was listed in stable condition and was expected to spend the night in the hospital, nursing supervisor Kathy Begley said. On Friday night, Consiglio threatened to kill his wife, police said. After police arrived, he holed up in his house and threatened to shoot himself or police with a shotgun if anyone tried to stop him. Neighbors said that they heard several gunshots coming from the home.
Consiglio was arraigned in the hospital on charges of first-degree reckless endangerment and second-degree menacing, officials said. If convicted on both counts, Consiglio could sever a maximum of eight years in prison.
"We hope to present this to a grand jury on Thursday," county District Attorney Kenneth Gribetz said. Orangetown Detective Lawrence Maffia said Consiglio was ordered held without bail, and county sheriff's deputies guarded his hospital room last night. Consiglio, a technician with CBS, has no arrest record.
Earlier this year, Consiglio's two children, 14-year-old Alfred and 10-year-old Susanna, were turned over to his brother, Peter, who lives in Putnam County. Gribetz's office, Orangetown police and Child Protective Services had received complaints about the parents as far back as 1993, Gribetz said, but would not say who made the complaints.
The complaints led to a hearing in family court earlier this year, the district attorney said. Because family court records are not public information, Gribetz could not say why the Consiglios lost custody of their children.
Orangetown police said Consiglio's wife, Mary Ann Consiglio, called them at 10:11 p.m. Friday and said her husband had threatened to kill her. She made the call from a neighbor's house after fleeing from her own. She also told police her husband possibly was on drugs and had a gun. When polie officers knocked on his door to find out what was happening, Consiglio stood in the doorway with a shotgun and threatened to shoot them, Wanamaker said. During the next three hours shots were fired into the air, police said. They found the shotgun yesterday during a search of the house.
At 1:20 a.m. Saturday, hostage negotiators had established contact with a distraught COnsiglio, who communicated by yelling out of the home's windows. During the night, Consiglio requested his attorney, Martin Gotkin, be present. Gotkin could not be reached for comment last night.
Shortly after midnight, the cul-de-sac portion of White Oak Road, made up of nine homes, was sealed off from the public and neighbors were given the option to leave. Most stayed.
At 5 a.m. Sautrday, Consiglio spoke to police for the last time during the standoff. The cat-and-mouse game continued when police cut off gas and electricity to all 27 homes in the neighborhood, which includes Red Oak Drive. They eventually restored power to all homes but Consiglio's. Nine officers from Emergency Services Unit of the New York City Police Department were also brought in Saturday evening to supervise the operation of two surveillance robots, known as RMIs, or Remote Mobile Investigators. The robots are equipped with a camera and sound system.
One of the robts, equipped to climb stairs, was sent into the home Saturday night, while the other, named "Hal," circled the home to observe Consilgio's movements, said Robert Giannelli, NYPD Deputy Inspector of Special Operations Division. Orangetown Supervisor Jack Cassidy, a former police lieutenant in the Bronx, visited the scene a few times throughout the weekened and returned shortly after Consiglio gave up. "With the chief's tactics of waiting him out, this ended the best way it could," Cassidy said. "The end result was no one was injured."


Raucheisen-Consiglio: Mrs. Susanna Raucheisen of Hillcrest announces the engagement of her daughter, Mary Ann, to Richard F. Consiglio of Stony Point. She is also the daughter of the late George Raucheisen.
The bride-elect was graduated from Ramapo Senior High School in 1974 and is employed by Bankers Trust, Suffern. She also is attending Rockland Community College for a secretarial degree.
Consiglio is the son of Mr. and Mrs. Alfred Consiglio of Stony Point. He was graduated from Clarkstown Senior High School North in 1972 and attends Rockland Community College for an associate's degree in engineering. He is employed by Chromalloy R & T of Orangeburg.
The couple will be married in December.
