In 1897, in the year that Artie Young was born, on March 4th, William McKinley became the 25th President of the United States. He had beaten William Jennings Bryan in the 1896 election by 51% to 46.7% in the popular vote. Six months into his second term as President, McKinley was assassinated.

In 1910, at the age of only 13 years old, Artie was alive when the Mann Act, also called the White-Slave Traffic Act, was signed into law. Its purpose was to make it a felony to engage in interstate or foreign commerce transport of "any woman or girl for the purpose of prostitution or debauchery, or for any other immoral purpose". But the language was so broad that it was also applied to consensual sex between adults when wished.
