Cecil Carter was born in 1908 to Theresa May Carter and Fredrick Carter, and had a sister Doris Evelyn Lucciola. He married Elizabeth Helen Carter on October 3, 1936 in Toronto, Toronto County, Ontario Canada, and they were married until Cecil's death in 1968. He had children Raymond Donald Carter and Audrey Doreen (Carter) Vilneff. Cecil Carter was buried at Stirling Cemetery 249 Edward Street, in Stirling-Rawdon, Hastings County, ON Canada.

In 1918, Cecil was only 10 years old when in January, President Wilson presented his Fourteen Points, which assured citizens that World War I was being fought for a moral cause and outlined a plan for postwar peace in Europe. The only leader of the Allies to present such a plan, the Europeans thought Wilson was being too idealistic. The points included free trade, open agreements, democracy and self-determination. They were based on the research and suggestions of 150 advisors.
