In 1909, in the year that Emerald May Oliver was born, William Howard Taft became the 27th President of the United States on March 4th. Previously Secretary of War, Judge on the 6th Circuit Court of Appeals, Solicitor General of the U.S., and Governor of both the Philippines and Cuba, Taft was the only President who went on to become Chief Justice of the Supreme Court.

In 1941, when she was 32 years old, on June 25th, President Roosevelt signed Executive Order 8802, prohibiting racial discrimination in the defense industry. EO 8802 was the first federal action to prohibit employment discrimination - without prejudice as to "race, creed, color, or national origin" - in the U.S. Civil Rights groups had planned a march on Washington D.C. to protest for equal rights but with the signing of the Order, they canceled the March.
