In 1865, in the year that Ernest Edwin Arthurs was born, on April 9th, Confederate Army General Robert E. Lee surrendered to the Union Army at Appomattox Court House. Lee's surrender led to a series of surrenders in the Confederacy and in 1866 President Johnson issued a "Proclamation—Declaring that Peace, Order, Tranquility, and Civil Authority Now Exists in and Throughout the Whole of the United States of America".

In 1872, he was merely 7 years old when on May 22nd, President Ulysses S. Grant signed the Amnesty Act of 1872. The Act restored full civil rights to secessionists, including about 150,000 former slaves who had fought in the Confederate Army. About 500 former Confederate sympathizers were not allowed their full civil rights.
