In 1873, in the year that Florence Carter was born, on March 3rd, the U.S. Congress enacted the Comstock Law. The law made it illegal to send any "obscene, lewd, or lascivious" material through the U.S. mail. This included erotica, contraceptives, sex toys, abortifacients, information about these items, and "personal letters alluding to any sexual content or information".

In 1889, she was 16 years old when on April 22nd, at "high noon," about 50,000 people took off to claim open lands in the Land Rush of 1889. Called the "Unassigned Lands," part or all of 6 counties in Oklahoma were up for grabs. By the end of the day, Oklahoma City and Guthrie were created - each with about 10,000 inhabitants.
