Presidential nominee (later President) Jimmy Carter and his brother Billy Carter in 1976. This was in Plains Georgia at Billy's gas station during a campaign trip.
Looks like bbq chicken and white bread to me. Does anyone remember "Billy Beer"?

Jimmy Carter was President of the United States from 1977 to 1981, losing the 1980 presidential race to Ronald Reagan. The little girl is his daughter Amy, who lived in the White House with Jimmy and Rosalynn.
