In 1921, in the year that James J Carter was born, in May, the Emergency Quota Act - or Emergency Immigration Act - was passed. The law restricted the number of immigrants to 357,000 per year. It also established an immigration quota in which only 3 per cent of the total population of any ethnic group already in the USA in 1910, could be admitted to America after 1921. Although the Act was supposed to be temporary, it stayed in effect until 1965.

In 1936, James was just 15 years old when on November 3rd, President Franklin Delano Roosevelt was reelected to a second term. He ran against Republican Governor Alf Landon (Kansas), defeating Landon in the popular vote by 60.8% to 36.5%. Vermont and Maine were the only two states in which Landon won. John Nance Garner IV became the Vice-President in this election.

In 1969, by the time he was 48 years old, in August, a previously planned small concert turned into a (free) more than 400,000 strong gathering of attendees and bands at Max Yasgur's farm in upstate New York - now called Woodstock. Just some of the 32 acts: Richie Havens, Joe Cocker, Janis Joplin, Jimi Hendrix, The Who, Joan Baez, Crosby, Stills, Nash and Young, Jefferson Airplane, Country Joe, Santana, The Band, and Sly and the Family Stone.

In 1977, he was 56 years old when on May 25th, Star Wars premiered in theaters. Eventually, it became the highest-grossing film of all time - until E.T. surpassed it a few years later. It was an immediate hit with theatergoers.

In 1983, in the year of James J Carter's passing, "crack" cocaine was developed in the Bahamas and spread to the United States. Previously, cocaine had been cut with other substances, diluting it. Crack was 80% pure and therefore was more addictive. It was also cheaper, making it more easily available to low income neighborhoods.
