Kelby Alexander Harmon, born in Philadelphia, Pennsylvania in 1985, was born to Roger "Rocky" C. Harmon (1953 - 1989) and Lynne Hart. He had sibling Damond Hart. An outstanding student at Roman Catholic High School in Philadelphia, Pennsylvania, Kelby was active in sports of all kinds. See Kelby A Harmon: Education. A native of Philadelphia, Kelby was raised in Philadelphia, Pennsylvania and died of natural causes at the age of 14.

Kelby was described by a relative as "charismatic, energetic, outgoing, a social butterfly, a competitive swimmer, skillful in getting his way on 'some' things, and most of all, he was a peacemaker." He visited Africa when he was 13 years old, visiting Senegal and Nigeria. He was with the Forerunners International Institute Inc. organization when he went to Africa.
