In 1918, in the year that Lafaun Carter was born, on November 11th, an armistice was signed between the Allies and Germany, ending the fighting on the Western Front in World War I. This meant a complete defeat of Germany although Germany never formally surrendered. It took another six months of negotiations to sign an actual peace treaty between the warring parties.

In 1929, at the age of just 11 years old, Lafaun was alive when American Samoa officially became a U.S. territory. Although a part of the United States since 1900, the Ratification Act of 1929 vested "all civil, judicial, and military powers in the President of the United States of America".
