Levi C. Starry was born in 1857 in Pennsylvania United States to Levi Carson Starry and Julian (Erb) Starry, and had siblings William Turney Starry, Julia A (Starry) Dunmire, Leah (Starry) Kelly, and Margaret Jane (Starry) Erb. Levi Starry died at age 60 years old on August 29, 1918 in Latrobe, Westmoreland County, and was buried in September 1918 at Blairsville Cemetery 609 E.Market Street, in Blairsville, Indiana County.

In 1857, in the year that Levi C. Starry was born, on March 2nd, the largest slave auction in US history was begun. Called "The Weeping Time", the auction lasted 2 days. Slave owner Pierce M. Butler - who had inherited the slaves 20 years before but was now deeply in debt - sold 436 men, women, children, and infants, all of whom were kept in stalls at a racetrack in Savannah, Georgia. The people were held for weeks before the auction in the horse stalls.
