In 1874, in the year that Lula B Massey was born, on September 14th, the Battle of Liberty Place occurred in New Orleans - the capital of Louisiana. Some members of the previous Confederate Army assembled for the purpose of "driving the usurpers from power" and the Republican Governor - William P. Kellogg - was physically driven from his office. The former Confederates temporarily replaced him with (the former) Democratic Governor John McEnery. Federal forces arrived, put down the insurrection, and five days later the legally elected government was restored.

In 1910, by the time she was 36 years old, the Mann Act, also called the White-Slave Traffic Act, was signed into law. Its purpose was to make it a felony to engage in interstate or foreign commerce transport of "any woman or girl for the purpose of prostitution or debauchery, or for any other immoral purpose". But the language was so broad that it was also applied to consensual sex between adults when wished.
