In 1905, in the year that Richard O Perkins was born, the Niagara Falls conference was held in Fort Erie, Ontario. Led by W.E.B. Du Bois and William Monroe Trotter, a group of African-American men met in opposition to racial segregation and disenfranchisement. Booker T. Washington had been calling for policies of accommodation and conciliation and these two men, along with the others who attended the conference, felt that this was accomplishing nothing. The group was the precursor to the NAACP.

In 1929, when he was 24 years old, American Samoa officially became a U.S. territory. Although a part of the United States since 1900, the Ratification Act of 1929 vested "all civil, judicial, and military powers in the President of the United States of America".

In 1943, at the age of 38 years old, Richard was alive when on March 31st, the Broadway musical Oklahoma! opened. Written by Richard Rodgers and Oscar Hammerstein II (the first of their string of successful collaborations), audiences loved it. The musical ran for 2,212 performances originally and was made into a movie in 1954.

In 1958, by the time he was 53 years old, on March 24th, Elvis Presley was inducted into the United States Army. Although he could have served in Special Services as an entertainer, he chose to become a regular soldier. Almost everyone thought it would be the end of his career - it wasn't.

In 1961, at the age of 56 years old, Richard was alive when on August 13th, East Germany began erection of what would become the Berlin Wall between East and West Berlin. In one day, they installed barbed wire entanglements and fences (called Barbed Wire Sunday in Germany). On August 17th, the first concrete elements and large blocks were put in place.
