In 1917, in the year that Ruth E Kincaid was born, "I Want You" became famous. James Montgomery Flagg's poster, featuring Uncle Sam and based on a 1914 British poster, attracted thousands of U.S. recruits to WWI duty. Over 4 million posters were printed in 1917 and 1918.

In 1933, Ruth was 16 years old when Frances Perkins became the first woman to hold a cabinet-level position, appointed by President Roosevelt to serve as Secretary of Labor. She told him that her priorities would be a 40-hour work week, a minimum wage, unemployment compensation, worker’s compensation, abolition of child labor, direct federal aid to the states for unemployment relief, Social Security, a revitalized federal employment service, and universal health insurance. President Roosevelt approved of all of them and most them were implemented during his terms as President. She served until his death in 1945.

In 1953, Ruth was 36 years old when on January 20th, Dwight D. Eisenhower became the 34th President of the United States. Formerly the 1st Supreme Allied Commander Europe in World War II, Eisenhower had never previously held a political office.

In 1969, Ruth was 52 years old when one hundred countries, along with the United States and the Soviet Union signed the nuclear nonproliferation treaty (NPT). It called for stopping the spread of nuclear weapons, the peaceful use of nuclear energy, and the goal of nuclear disarmament.

In 1992, in the year of Ruth E Kincaid's passing, on February 1st, US President George Bush and President Boris Yeltsin of Russia jointly announced an end to the Cold War, proclaiming a new era of "friendship and partnership". At Camp David in Maryland, they reviewed ways to jointly reduce nuclear arms and support reforms in Russia but no agreement was reached at that meeting.
