In 1919, in the year that Scott W Brown was born, in June, the Treaty of Versailles - officially ending World War I - was signed. The European Allies demanded "compensation by Germany for all damage done to the civilian population of the Allies and their property by the aggression of Germany by land, by sea and from the air.” The requirement of compensation is seen by most as the reason for the collapse of the German economy and gave rise to the rule of Hitler.

In 1933, at the age of merely 14 years old, Scott was alive when on December 5th, the Twenty-first Amendment to the United States Constitution was ratified. The 21st Amendment said "The eighteenth article of amendment to the Constitution of the United States is hereby repealed." Alcohol was legal again! It was the only amendment to the Constitution approved for the explicit purpose of repealing a previously existing amendment. South Carolina was the only state to reject the Amendment.
