In 1920, in the year that Zella Maxine Carter was born, the Volstead Act became law. Formally called the National Prohibition Act, the Volstead Act enabled law enforcement agencies to carry out the 18th Amendment. It said that "no person shall manufacture, sell, barter, transport, import, export, deliver, or furnish any intoxicating liquor except as authorized by this act" and defined intoxicating liquor as any beverage containing more than 0.5% alcohol by volume.

In 1921, in the year of Zella Maxine Carter's passing, hugely popular Roscoe "Fatty" Arbuckle, silent film star, was arrested for rape and manslaughter after an actress died following a party at his house. He was acquitted after three trials and the jury wrote a formal letter apologizing for the charges, but his career never recovered. His films were at first banned - the ban was lifted after a year - and he was mostly ostracized by the community. He died at 46..
