Jack Clinton Looney was born on October 4, 1957 in Lubbock, Lubbock County, Texas, United States. He attended Monterey High School and went on to become a lawyer. His Texas State Bar card was issued on November 5, 1982. On April 15, 1996 in Case No. 95-552,297, Looney was originally actively suspended for practicing law for two years starting May 1, 1996 due to engaging in professional misconduct. Looney did not follow his suspension, and continued to sign clients, take their payment, and then neglect their cases. In response to his second round of misconduct charges with multiple cases of continuing to practice law while being actively suspended, a motion was filed by Jack Clinton Looney to resign in lieu of discipline. The State Bar of Texas accepted his motion, and in 1998, his license to practice law was revoked. In the "Supreme Court of Texas Motion for Acceptance of Resignation as Attorney and Counselor at Law" it was stated that "your Applicant is voluntarily resigning and withdrawing from the practice of law; Applicant does so in lieu of discipline for professional misconduct; and Applicant prays that his name be dropped and deleted from the list of persons licensed to practice law in Texas; and that his resignation be accepted." This was signed by John "Jack" Clinton Looney on December 10, 1997. On February 6, 1998 a letter was sent from Denige C. Stooksberry, Assistant Disciplinary Counsel, Office of the Chief Disciplinary Counsel, State Bar of Texas, to John Adams, Clerk Supreme Court of Texas, that 'Pursuant to Rule 10.02 of the Texas Rules of Disciplinary Procedure, the required ten (10) day time frame has passed and the above-referenced attorney has made no attempt to withdraw the Motion for Acceptance of Resignation. Therefore, the detailed statement of professional misconduct is deemed to have been conclusively established for all purposes. It is my understanding that the Supreme Court received Mr. Looney's bar card and law license in 1995."
