Samuel Citrano was born on July 7, 1923 to parents Girolamo "Jerome" Citrano (1884-1960) and Aloisia "Elizabeth" Militello (1901-1984). He had siblings Frank (1924-1924), Mary Theresa (1925-2007), Frank J (1928-2014), Jerome Aloysius Jr (1930-2017), Anthony J (1935-2015), Elizabeth Ann (born 1938), and others. Sam married Jennie Frances LaRizzio (1927-2018) on June 25, 1950 at the Our Lady of Mount Carmel Church in Nesquehoning, PA. The couple had children together. He worked as a salesman for the Fuller Brush Company for 35 years and before that, he worked as a miner for the former Lehigh Coal and Navigation Company and as a presser for the former Kai Jay Pants Company in Nesquehoning, Pennsylvania. He was an Army veteran of World War II and a member of the former Our Lady of Mount Carmel Catholic Church and St. Francis of Assisi Catholic Church, Nesquehoning.
