U.S. Junior Chamber of Commerce hears Admiral Stark. Washington, D.C., June 20. Speaking before the National Convention of the U.S. Junior Chamber of Commerce today, Admiral Harold R. Stark, Chief of Naval Operations, U.S.N., called for self-sacrifice and strengthening of the 'moral fiber' to prepare the U.S. for what he said may be the last stand against 'the vaunted efficiency and ruthless methods of dictatorship.'
