Unknown young man in US Navy uniform.

Great photo of handsome young man with light hair/eyes in US Navy uniform, possibly WWII? Cardboard frame has crest in red/blue on it. Crocodile-type embossing, also. I removed the photo from the frame but there is nothing on it to identify who this person is.
