William James Louttit was born on March 5, 1923 in the Bronx, New York City, New York, USA to parents Robert Wilson Louttit (1888-1958) and Margaret E Crofton (1894-). He had siblings Margaret, Robert, John, Edward, Emmet, and Bartlett Louttit.
At the age of 22, William registered for military service on October 18, 1945, in the Bronx, New York. William's military service began on March 12, 1941, when he enlisted in New York City, New York. He joined the Detached Enlisted Men's List as a Private in the Regular Army. During his service, William Louttit attained the rank of Private First Class (Pfc).
On May 24, 1944 he married Ann Elizabeth Burgess (1924–1972) in New York City. The couple resided at 615 Hollywood Ave, Bronx, New York, USA and had three children together.
