Francis was a keen scout before joining up for the first world war. He joined the 5 Divisional Signal Company - 8 to 19 Reinforcements (December 1916 - November 1917). He set sail for England from Melbourne on the 21 of November 1917 on the HMAT Nestor A71. He was stationed in Number 3 Camp in Parkhouse Tidworth (Salisbury plains) England. He returned to Melbourne after the war and became involved in the St Johns ambulance where he became a senior trainer.
